This might be a dumb question but do they have buffing/waxing pads for orbital palm sanders? If so, can I pick them up at the local auto parts store? I currently don't own an actual buffer and don't want to spend the money on one unless I really have to.

they should fit if its a 4 -6 inch in diameter. you cam always use double stick tape just be careful not to let it slip off and buff some tape adhesive on whatever your working on.

Are they actual buffer pads or are they the hand-held ones you can pick up and just stick it to the sander? Can I find these at the auto parts store?

I have buffer pads for my Porter Cable Sander/Polisher. They work great! But this is a full size sander, not a palm sander.
