Dealer reports front pads of 2006 CC have 3-4mm remaining and wants to replace them for $493.
1. at what thickness should pads be replaced?
2. that seems like a whole lot of money (pad kit $116, labor $263)
Both front and rear minimum thickness according to the Nissan Service Manual is 1 mm.
Changing pads is not that hard. Take the opportunity to flush the brake system at the same time. I do my brake fluid about every two years.

Wow, thats a helluva price for a simple driveway job...
Agreed, changing pads is not hard at all...can of BrakeKlean, pads, and a wrench. Plus you can get in close and take a look at the suspension and steering...
