The middle grille does not require you to remove the headlights. If you take the lower bumper off, you'll need to remove headlights. The middle grille is secured by 7 clips that will need to be rotated.

He removed the headlights because they swapped the entire front-end including bumper..XEs and SEs have completely different mounting brackets for the bumper, so it all had to be replaced.

It doesn't...but they need to be removed to access other items.
